The Commission set up to produce this report included a wide range of views, but was inevitably weighted towards producing a safe pro-leadership line; a famous Minority Report was allowed - Christopher Hill introduced it to the 1957 Special Congress though it was mainly drafted by M MacEwen. The whole episode was indicative of the limited amount of change that the leadership would or could accept after the trauma of the preceeding 12 months.
